Create chaos, restore order. Put yourself in a position where you got so much power during the chaos that when order is restored it is restored your way. If you represent the ruling elite, the elite is put into the driving seat even more than tehy already are. The worst thing about it: they get away with it... These are people that surpass laws, surpass representatives of the people and surpass all common sense. Any form of democracy is surpassed. Also, why do these people need to discuss and cook up their plans in backrooms without the rest of the world ever knowing what they are really about? What is going on? Something no one can know? Should these people just get away with illegally passing bills, signing agreements, etc.? This sounds like dictatorship to me...
